SUMMARY
The language situation and the language policy in every multilingual state is a result оГ an interaction of two contradictory needs: the need of identification and the need of communication. The first need consists in a wish of every person to use his (her) native language in all situations. The ideal situation connected with the need of identification is monolingual ism. The use of an alien language can be connected with the sense of ethnic, cultural and even political inferiority. This sense can be compensated by the prestige of an alien language. The second need means the need of intercourse with any person without complications. The ideal situation connected with the need of communication is the use of a common language for all the social collective.
